My 2.49-liter Jetta only gets 28 mpg in suburbia at 0-50mph.
Can do 31 mpg in Winter if I drive with ‘feather foot.’

Driving 0-45 mph much of the time...
Not rushing toward stop lights and stop signs like other drivers, wasting fuel and brake pads, but seeing yellow caution lamps and red stop lamps and coasting to them ...
‘Jackrabbit starts’ away from intersections 9/10 of the time, though ...
In Winter, with colder and denser gasoline and the realization of increasing fuel mileage, I don’t rush away from stops but try to get 30-31 mpg.
In 300-mile drives on flat Florida byways and highways, at 55-70 mph, I get 28.5-30 mpg, depending on whether air-conditioner is used.
